OKAY. SO THIS VIDEO NEEDS A CORRECTION. IDK WHY I DIDN'T LEAVE IT IN COMMENT FORM BEFORE. While I only barely mentioned the idea of finding a villager w/ mending books as a trade, that method is VERY under-rated, as you get a LOT of mending books from it. It's the method I recommend if you're going to try and get mending on EVERYTHING, versus one or two items. Also, fireworks work w/ the elytra now, so use those.

Fishing for mending seems to be pretty quick , although I used a max enchanted rod so idk. However, I will say, that if you do have a protected village, or an artificial one you made for trading, Mending is actually trivially easy to get, and not end game at all. I had most of my main gear enchanted with Mending before I even got an Elytra. I guess this video is pretty old now, but this was true at the time too.
Since 1.11.1 Mending is no longer compatible with Infinity bows or vice versa. ☹️

On my realm i have max enchantments and you are right, it gets EXTREMELY expensive if you dont start with max level enchants
