US coal consumption is projected to decline by nearly 4% in 2018 to the lowest level since 1979. In 2017, 529 coal-fired power generators were permanently shut down; in 2018, another 11 gigawatts of coal-fired generating capacity were retired through September and an additional 3 gigawatts are slated for retirement by year-end.

Dept if Defense are now using microgrids because they are more secure than a coal fired grid. Russia has already hacked national power grids. If the Army feel secure with their bases using renewables as backup then so should everyone.

Econ 101- Supply and Demand . If you have the supply but no demand it still adds up to no jobs. You still need a buyer for that coal. Where is that going to happen? Not most US power plants as they've gone to natural gas. Not China as their economy is slowing down especially with those pesky Trump tariffs which slows it down more.
